Impasse - Frank Zorrilla

In this public memoir, Frank Zorrilla presents his ideas and experiences in the government of Puerto Rico and how economic and personal interests impede necessary reforms. During his tenure, he proposed that the government become the sole payer for health services, which would result in better services. He sought to restore certain labor rights that had been arbitrarily eliminated, particularly vacation and sick leave for part-time employees. He defended nurses against attacks and threats to their union. He modernized employment and unemployment measurement systems and maintained effective communication with the country's labor leadership. Furthermore, he supported efforts to revise antitrust legislation in the face of a company's market domination strategy, which directly affected small businesses and thousands of employees.
